Amount debited from net banking but talk time not provided

An amount of Rs 1000 was debited from my ICICI Bank account on 05.03.2011 towards top up of BSNL mobile.

Transaction was shown as succes but even 72 hours neither talk time was provided nor the credit of Rs 1000 was given to my account.
