Material not delivered although payment was made one month before

I ordered for a mobile handset through Sify Shopping Mall as follows:

Order date : 29th april

Item: Nokia mobile set

Order No: SM2904100409

Payment: Rs: 2389-00 through credit card.

Delivery: within 7 days as agreed.

Till today the material is not delivered.

I contacted sify customercare many times but very reluctant to talk or to resolve the issue.

In the past also they failed to deliver items & refunded money after so many months.

In such case what shall I do.

Being a big shopping mall they are simply cheating the customer & such thing shall be propagated to all.

Pl help me.
