Increase in ghost bookings

Sir,
I am a regular user of IRCTC ticket booking service.
Of late, the following irregularities/ghost bookings are observed:
1. During May/June, the system shows all waitlisted tickets only.
2. Tatkal service is not available to common users, during the period 8 to 8.30 am. When all the tatkal tickets are booked, then only the ports are available to the common users.
3. We are going back to the manual system where malpractices were rampant and common citizens suffer.
4. Travel agents are to be allowed to log-in after 9 am to allow common citizen to book tickets.
5. Persons who are misusing common citizen log-in can be identified by the number of tickets purchased daily, where a limit can be fixed on the system.
6. Log-in ID can be linked with PAN No. (PAN No. is linked with name, which can be easily verified).
Some of these steps are required to be urgently implemented to stop misuse of the system by the interested parties.
