Efunding of money paid for connection

I Mr. B Vishwanath Chowdary applied for an internet connection on 2nd august with application number 141094. Since then i did not received my connection. when i ask for refunding of my money paid they are not responding properly and asking me to sent a mail with a reason for canceling the connection so that they can step forward in the process of cancellation. I did that too but they didn't gave any reply mail and when i called and ask about money refund customer executives are saying to sent a mail again. This became a headache to me.
