Negligence of the service provide

I am Ravikiran. I have applied for a new broadband connection on 23-07.I have paid almost Rs 1500 for the same. My application number is 261680. I was promised that the connection would be given by 27-07.

But to my dismay, I have not got my connection till today. I am supposed to get the connection with in seven days as per the rules of Airtel.

I have contacted the concerned persons repeatedly and I have always got vague reply's or no answer from their side. I am really fed up with their service and these people not even bothered to at least inform me via phone/in person when I will get the connection.

Please let me how I should proceed against these irresponsible service providers.
