Location-BTM 2nd stage

i have applied for a broadband connection on 31/12 and paid Rs 1000/- cash with documents, they told me that they would provide the service within 7 working days but they didn't. they gave me the reason that due to some technical problem they were unable to provide and they will refund the money now its 30/04 and i haven't received yet.
