Delay in cheque refund

Respected Sir/Madam,

I purchased the Airtel Broadband connection around 2 and half months ago. But due to their own Mistake they refuse to provide me the connection after receiving payment of 1500 Rs. and doing wiring at my home as they told me that they arranged a connection for me by some illegal way but the tag got some technical problem.

Now at the Airtel Broadband Office in Sahibabad (Rajendra Nagar)(Delhi/NCR) Mr. Vishvend (TSM), Mr. Kalra (TSM) Mr. Sachin Saxena (TSM)..etc. communicated to me about my cheque refund. These people just transfer my call to each other, but no one is providing me the Solution.

Initially they told me that my cheque will come within 15 days, but even after 2.5 months, my cheque has not come.

Please do some needful about my cheque refund, since these people in Airtel Office now not giving me the solution and they are just transferring my call to each other.
