Broadband speed far below commited

This is to bring into notice that i bought a broadband plan about 2 years back with a speed commitment of 128 KBPS. which was always low as usual. Somewhere in between company increased the speed to 256 KBPS permanently without any extra charges.

During last couple of weeks i am facing speed issue, I checked my broadband speed continuously for 5 days and found it to be in range 0f 110 to 120 which i feel is again back to 128 kbps plan.

When tried calling customer care, was diverted to executive - customer care, with chargeable fee of Rs. 0.05/- per call. Nobody picks the call and gets disconnected everytime. I am not able to find solution to it. Please help me out.
