Data cable never delivered

I bought one L G Model 3500 Slider type mobile phone through E Bay paisa pay transaction. The seller did not supply the required Data Cable along with the Phone though he supplied the related CD. He is either unable or unwilling to supply the data cable even tho I expressed my willingness to pay extra for the cable. Local LG Dealer says this model phone is sold only outside India.and hence it is impossible to get its accessories in India.

How should I go about the problem now?
