Not receiving pin code

Dear sir my name is deepak kumar .my a/c- 11458308581.i have received my atm card, but when i went to my bank for receiving pin code the officer told that my pin is not reached to bank so come again, i keep on going to bank but answer was nothing, i understand that it is fault of bank and they want to hide their mistake, so please solve my problem i shall be very much obelised for this
