Egarding atm

As per the subject cited above i am a customer of your bank (pnb manwal jammu code no: 2251) bearing a/c no: 2251000400502263.

now i want atm card for transaction of money anywhere safely from anyother banks also but the branch manager refused to give any attention on my request however new atm cards are available there.

so i request you to tell me what to do about the matter.
