No service, Refuse to return the Initial Deposite

I have done the payment for new internet connection. The Manager of office promised me that he will give the connection within 7 days. But i have not received the any connection from their end, later on i found my local cable operators net service i have took the same. After taking the service i went to the office of Auto vision to ask for the refund. They directly refuse to refund the money.& called security to talk with me. When i told them that you have not fulfilled your promises now you have to return back the money to me. They said they will not going to refund the money, they will give me the internet service. previously i was running behind them since two month. now they refusing all there promises done with me.
