Non-receipt of IT Refund for the assessment year 07

My name is L. Ramakrishnan and my pan number is AHTPR2241N

I had filled my Saral form for the assessment year 2007 on 17th Sep 2007 and I was supposed to get refund of Rs. 12, 431/- for the year 2007

Whenever I visit IT Dept. IT superintendent advised me that refund cheque will be received within 30days. But unfortunately it is now more than 12 months. Once again 20 days ago I visited IT dept, they asked the details and again promised me that now this time it will be delivered immediately, but so far I have not received the refund. I made several visit to the office but there is no positive response.

Could someone please help me in getting my legitimate IT refund? I am surprised at the behavior of IT Dept. If a citizen does not fill his IT return within a stipulated period, the a penalty is imposed on him, but what rights are available for citizens when there is a delay from IT department for fund, can they also be similarly penalized. Kindly advise and help me on this regards.
