Taking pamenty without sale of any products/bond

I had made my shop insurance with the bajaj allianz vide the policy noumber OG-07-2403-4092-00000316

for the period 11/12 to 10/12 & policy no- OG-08-2403-4920-00000128 for the period 11/12 to 10/12, After expire of my above said policy, an agent of bajaj allianz taken a cheque vide no -(State Bank of India) 787319 dated 17/12 for Rupees 6335/- only for renuwal of the above said policy. But till date I have not received any policy so far, after several quories I come to know that the renuwal policy has not been made so far due to unknown reason. But my question is that Why the bajaj allianz has not give any information regarding this? If some unwanted thigs may happen to my shop who will be responsible? The bajaj Allinz recived the payment on Date 29/01 from my Bank, without sale of any product How far this is justify to received payments? Why strong acctions should not be taken against the Bajaj allianz for this type of irresponsible manner?
