Issue of NOC, giv any replay

I take aBajaj pulser from

Royal Bajaj

Kodimatha

Kottayam

Kerala, in 2006 and now i complete the finance with out any due, but thy are saying that NOC will got only after 60 days, I m going to abrod in May last so plz issue the Noc as soon as possible. I also send a mail last week but didnt got any replay
