Autorikshaws demanding unfaire fares

Hello,

Tariff meters in an autorikshaw in Bangalore has become a mere black box. None of the autorikshaws during any part of the day are willing to take a passenger on meter tariff.

Every area has a taxi stand and fixed rates decided by the drivers which they demand from the passengers. Tariff meters are barely used even in a newly purchased auto.

Is this a right practice?
