Maximum speed 50to100kbps

Hey,

I have a 7.2 mbps beetel usb modem, its giving me only a maximum of 50 to 100 kbps speed while using VPN in TATADOCOMO.

I have set modem speed to maximum in network settings. Should i complain retailer about the hardware?? or is their any solution??..
