Forcing to take Gas stove

Hi

I have taken a gas connection from Bharat gas on 10th feb ii had the Gas stove and so didnt wanted to take it ; but they told me that if i dont take it i will get the cylinder after 2 -3 months and i forcefully had to bear the cost to take the Gas stove with extra 3 packets of TEA POWDER also with it.

What is this happening?

Is there any rule that if we dont take Gas stove, we cant get cylinder?

This is really not done.

I am hoping and wishing for some action from your side.
