Giveing gascylinder toother person

I had book my refill of cylinder on 25 November Till have not received on complain they said that your cylinder has been sold out and told that tomorrow you will receive. They four times this story and my no. of cylinder was sold on 12 November. They also told that you are allowed to comlplain anywhere. Let me help
