Wrong billing and not providing roamming inspite of payment

About. last three wks.i am running piller to post to have roaming on my postpaid services but to no avail. my bill was charged std call at@1, 50 instead of 1.00.and outgoing messages at the @1.50.and they have charged monthly charge though 6 month charges paid in advance.
