Delay in getting the Internet Connection

I have applied for a BSNL Broadband (750 unlimited Package) on 6-May. BSNL advertisements are staking tall claims that within a week or two broadband connections will be given. But it seems like BSNL servers like typical Gov services provider, apply and forget it. Are we still a part of under developed country, "Apply and wait for Years to get a connection? " Just stop chaeting public the way you service providers are doing.
