Broadband modem type-IV

I have filled an application for BSNL broadband services on 15-01 on the plan 500C choosing modem of type IV. It is nearing one month. Still I did not get the connection. The authorities say, it will take time. They do not know, when they would be able to provide type-IV modem. Some of them do not know about the type-IV modem.

I doubt, if the authorities are putting up minimum efforts to procure the type-IV modem.
