Wrong Bill is not being corrected

Dear Sir,

I registered for BSNL (Phone and Broadband) connection.

Consumer can request BSNL modem (for the cost of one time payment) or consumer may take Modem on Rent.

While registering for the first time. I had requested to Purchase their Type-2 Modem.

But i am getting monthly Rent for modem usage in my monthly bill.

I went 4 times to BSNL office (Raja Rajeshwari Nagar, Bangalore) to make the correction but they are telling this can not be corrected and if i want i need to Purchase it now and Rent Money will not be refunded.

I have Produced my ack form also but nobody in this office is accepting it.
