Very Poor Customer Support and service

I bought a BSNL USB data card on 27th Jan. In the outlet I was informed that I will receive a speed of min 30 kbps and max 120kbps. However I haven't even received 20kbps till date. Despite my regular complaints over phone, email and personal visit to the BSNL office, my speed has not increased. I am very very frustrated now and want a quick result. Please help me out. I get average 4kbps max 9 kbps (not for more than 5 seconds). Cannot open multiple websites. Takes too long even to open Google.
