Transaction delay

I transferred money from my paypal account on 20-feb which is use to credit to my local SBI account (SBI0001393), but its 13 days past my account balance has not been updated.

I talked to customer care they said to your local branch manager my branch manager said talk to regional manager regional manager said talk to paypal, things are being quit complicated.

I am very worried about my money and still waiting for my account update.
