Unable to remove Dailer tone

Every month BSNL is deducting Rs 38 against dailer tone from past 2 months, but they are not putting any DT. There customer care officer is never reachable. It is the worst customer care service I have ever seen.

I beg u people please remove my DT or deactivat.my no is given below
