TOPUP Price Problem

Hi

The BSNL TopUP in UP is not mentioning the MRP. for eg the topup of 20 Rs is as

RS 20 S.T (service Tax) this is not the fixed MRP so the shopkeeper ask the money

form 22 rs to 24 rs saying that they are taking the service tax

so i want that BSNL should mention the MRP on their Topup cards
