I am a BSNL (cellone) Prepaid customer of Kanpur (Uttar Pradesh) presently in roaming in Mumbai (Maharashtra) under Dolphin network. Since 14-06-09 there has been no outgoing call from my cell phone (09450346518). Despite of registering complain with Dolphin customer care and BSNL care twice there has been no response from them. Most pathateic thing is that neither BSNL nor Dolphin (MTNL) customer care take responsiblity for this and they just blame each other for technical problem at others end. Please suggest which network is responsible for the this or even for knowing this shall I file application under right to information act. Hope my complain gets adressed through this forum.
