GPRS facility non functional yet charged twice for same periods

I am M.Asif Shaikh, took another add on card (cell no- 9423583766) on my post paid connection on 25th September. And my woes started since then:

1. Firstly they took around a week’s time to activate my card.

2. Once done after many calls to their offices, we asked to activate GPRS facility on this card, they told us to send an SMS message and it will be activated. We sent the SMS msg and it didn’t get activated, when we called customer care they asked us to re send an SMS, so again we sent an SMS still it didn’t worked then I submitted a written complaint to Dehu-Road (Pune) BSNL office on 30th Oct.

3. Next day we got a called that you’re GPRS services are activated, we asked for settings so that we can browse on computer. They sent few settings but it didn’t work.

4. We called so many times to customer care as well to their Technical Dept but all in vain. And as on date we cannot access anything neither on cell nor on my Computer. (only wap site I can access, which has no meaning as I want to access – Gaoogle ; Yahoo ; Gmail etc..

5. REMARKS: I get a remark “ Network not available” and I cannot access any site neither on my Cell Phone nor on my computer….. As on Date i.e 5th December at 10.45 am.

6. On top of it I received my monthly bill where they charged me Rs. 693.26 only for GPRS for my this add on card – 9423583766.

Now my question is :

1. Why should I pay for the service which I have not been able to use?

2. Is there any one responsible authority / employees work with BSNL?

3. In spite of my “n”- nos of call and complaints to their customers care; why my problems has not been looked into and solved?

4. Who is responsible for my time; money and energy loss to this issue?

5. Is BSNL accounts dept people sleep cant they check and verify the bills before been sent to customer? Cant they see they charged me twice for same period and that too be for the services which I m unable to use?

How can I sue BSNL for this? Please respond as well register my complaint.
