Egarding barring of msgs n chargiing for toll free numbers

I have a bsnl number 919458106115 (dehradoon). the company is charging me for Toll Free messages on 53733. i do a complaint bt still there's no action on that there's also i'm facing the problem to send the msgs cz they barred it. Plz take my problem in consideration n do work on that as aquick as you do. my complaint num is E296918881.
