Phone line Dead for the last three months

My father in law is a retired officer and has been without Phone service for the last three months. When he called and lodged the complaint with BSNL; he was adviced that there has been a cable fault which has occured because of the road construction and the lines would be fixed once the road construction is complete. The road construction was completed more than a month ago; however the phone line is still dead. The phone number in question is 0612-2671309
