Poor speed of gprs on internet

I have activated gprs on my mobile no. 9415207213 for using internet on my laptop . as they told me that the downloading speed will be 12 KB -14 KB but i am getting only 3 KB./ s

I AM FACING THIS problem from 2 months

i call to customer care many times but no results came out...
