The SDO, Telephone Exchange, BSNL, Padampur is very lazy and stupid to do anything. He is highly harassaing. Takes commissions from diverting and using metered bills of others.
He has burnt down all computer data and the department computer is intentionally made out of order for bill manipulation and corruption. Nonsense thing does not come to light.
