Non Occupancy charges

Dear Sir/Madam,

I am a member of a plot holder's Co-op Housing Society in Pune, Maharashtra. Presently, my plot of land is vacant. I have been charged Non occupancy charges of Rs 3000/- per annum for the last few years. The annual maintenance charges for the onthers is approximately Rs 400/- The plot is properly fensed and there is no enchroachment what-so-ever. I have made a small garden for my own use.

I understand the Non occupancy charges are not to exceed 10% of maint charges.

Is this society charging me in excess of what they are authorised to charge? I will be obliged to be advised on the matter.
