Above 1 year NOC not received

Dear Sir,

I have purchased a pulsar from palakkad, dealer and had a finanace of 40000/-. I have cleared all the dues by september. But till now i haven't received the NOC. One office was here at palakkad when i am trying to get the NOC from your office, they told sometimes the accountant is not here, you come again another day. after some days when i went the office was shifted and asked where is the office. when i went there there is no office till now. but they dont know where the files have kept. i tried to contact several time over the phone. but i didnt received the NOC.

Now what can i do.

Kindly do some action to clear my NOC.
