Non receipt of gas cylinde

I have booked gas on 24.10.2008. My booking number is 8395 and my consumer number is 27017. Till date the gas has not come. While enquiring about the status, they are telling that I have to register for the gas after 19th November. But I din't receive any cylinder towards my booking number 8395. Kindly look into the matter and do the needful.
