Damaged pipe line

I am a resident of sarai khalil sadar bazar delhi -6. Water supply line on the back of C2 block is damaged at 2 places.water flows and goes waste at the time of supply, ie in morning and evening. 2 months have passed but no repair has done yet.although a complaint has lodged to JE at IDGAH.
