No 49o form in election booth

Hello... iam a citizen of india above 21 years of age... my name is on the voters list... wen i went to cast my vote i found none of the candidates worth for my vote... so i asked the booth incharge about 49o form... they are unaware of it and urged me to cast my vote to someone... when there is such a provision, why the officials are unaware of it... i find this totally disgusting..
