Transfer Applied & Name change

Dear Sir/Madam,

I am a resident of Kolkata, staying in ward number 90, of 160 Rashbehari Assembly constituency, Kolkata city, West bengal. I applied for voter id in the Aug' 08 by submitting form-6 along with the Driving License bank A/c Proof Documents for me and also applied for my wife's voter card (which was a case of transfer from siliguri to kolkata) bank A/c proof, marriage certificate. I had went several time since then as per the mentioned date to collect my voter card.every time ur officer had a different word altogether.

I had with me all receipt and the old card, today when i went to take my voter i.d card at borough -8 of 160 Rashbehari Constituency ur representative Mr. Sengupta didn't entertain me even after standing in line for almost 4 hours to take a card and he said don't disturb us, if uhave the card why are u disturbing, while the card which he saw in my hand was old card for return. Even in case of my name change application ur person says since my constituency has been changed from ballygunge constituency to Rashbehari Constituency even after applying for the change during ballygunge constituency on 28Aug voter-id, but they charged rs.25 per head towards the correction charges. My concern is Eventhough we had correct address with address proof,

(1) why the name was not mentioned in wrong way and transfer activity didn't take place? why a charge of rs.25 to be collected, Since Government is providing the voter id at free-of-charge.

(3) A charge of rs.25 per head means there are hundreds of people has the same problem multiples twenty five, that much money is collecting from the public not for their mistake.
