Electricity connection at green fields

It has been more than five months that we have bought a builder flat in green fields faridabad. At the time of buying our builder did not tell us about the problem of connection of electricity... we had bought the flat to shift..but it seems there is no time limit as to when will the connection of light come... kindly give a solution.
