Missuse of my ressidential address by one sh Padmesh dubey for casting vote on the 29th in Motibagh -1

I a vendan singh nainar have been alloted H.no; A-156 around 2 years ago and, I, till date reside at the same address.

On the 29th nov 08, to my surprise, Icame to know that some one named Padmesh dubey, has cast his vote, whose address in the electoral roll is the same as mine, which is mentioned above.

2. How can a person use a election voting card with an address he no longer ressides and, surprisingly, also casts a vote, in the area, and which the authorities were unable to detect, &stop &apprehend such person?
