False call made to disturb and for voilent

Sir, At my home i had a mobile phone for incomming purpose as my wife is ill and my daughter is a child and my father is aged a call from no 91999041905053. is comming and harrasing to my family. as i call him he had perhaps applied some command to his cell phone that incoming call is not allowed. i had send a request message and message delever i asked him not to do such activity. else i had to do some legal action regarding but unfortunetly he is still performing the activity. i had asked to idea call centre to help me regarding but they said that i is out of his duty. kindly help me my gsm no is 919412440044
