Cheating on annual subsription

I am holding a GE money Credit Card. During signing the application, I was very categorically told that there will be no yearly subscription fee amount in GE and this is the benefit I would get as compared to the other Credit Card Vendors.

I was using this card and cleared all my dues on time. To my surprise I got a call from their call center and I have been asked to pay annual fees to which I refused since this in contradicting as discussed during signing the application.

I had asked the lady to cancel my card since I will not be paying the annual fee and I am no longer interested to use this card. The lady confirmed the needful will be done.

To my surprise after a gap of 3 months I received a call again from the call center asking to pay the subscription amount and the penalty levied due to non payment. The name of the staffs is Mr. Aman. Call came from 011 – 45038273 on 08/08 at around 11.30 hrs. This guy spoke to me in a very rude manner and threatens to recover the money by some other means which I fail to understand what that could be. He states that what ever I have discussed with the lady and the representative is available is writing, failing which I need to pay the amount.

I spoke to their Manager, Mr. Amit Rathi and when I asked for his email ID to communicated further so that I will have some document proof, he too refused to cooperate. Now I would like to complaint to their higher ups. Please suggest how do I go about.
