Non Receipt of Ration Card

I have applied for a Ration Card in Jan - 2005 in Pune, but I have not received the ration card so far. I have visited the issuing office so many times but I can't get any favorable reply. Kindly look in the matter or give me proper suggesstion what should I do to get my Ration card.
