Abnormal increase of interest rate at the time of renewal

I have a gold loan vide a/c no 124528 on 7.8.2008 on interest @13.0% P.A. At the time of renewal the bank demanded interset @15.25 which may not be in RBI regulation or may be. But i think the bank have the practice after plucking the customer they charge hefty interest rate from a helpless customer becouse he cannot go anywhere. so I request you to look into the matter and give me all other customer the proper help
