When asked to pay 1 ltr petrol they fill less

I am a HP consumer I usually fill petrol from HP in KR puram (Bangalore) they have the petrol vending machine but they never use it. Instead they use the manual way and hence as a customer I dont get the full amount for which i paid. Where do i complain about this
