Delay in booking of cylinde

I am trying to booked a cylinder against my consumer No.606060 with HP GAS, SOOR & CO., Chandernagore, Hooghly-712136 . since last 10 days over phone-Help Line No.1716 but they are not picking up the phone for booking. This is not the one off incident but a habit with this agency, I lost my patience and am writing to every official in HP Gas Co. There is no sanctity of time and they are callous to the ordeal one undergoes dut to lack of basic necessity of life. Therefore kindly help me by sorting out this problem and oblige.
