Fake assurances by ICICI bank for home loan

I appliled for a home loan to ICICI bank sometime in the last week of Nov.2007 and completed all formalities by 1st week of December, my application number being 7777607491. I recd sanction letter on 17.12.07 and was assured that loan will be disbursed within a few days. Even a loan account bearing no. LBDEL 00001697533 was created. However,

despite my follow-up, nothing happened upto 5th Jan. when I had to tell bank officers that if my loan is not disbursed by that evening, I will call back my proposal. I was assured that loan will be disbursed positively by 5th evening. Nothing happened. On 7th January Monday, I again contacted Sumit Gupta (9999036068), Roop Leasing Karuna (9871099288) and Saloni Bajaj (9999308887) and was assured that due to a technical mistake, loan could not be disbursed on 5th and same will be done either today i.e.7th or positively by Tuesday 8th instant. On Tuesday evening, suddenly I was told by Sumit Gupta that as against sanction of Rs.10 lakhs, he can disburse only Rs.4 lakhs without giving any reason. Thereafter it was difficult even to reach them by phone. I am a govt. officer having monthly income of Rs.30, 000 and my son is a software engineer having monthly income of Rs.40 thousand. Valuation of my property is around Rs.80 lakhs. I have given a cheque of Rs.5000 to the bank of processing and have been waiting and chasing for more than six weeks. I demand an explanation from ICICI bank as to this is the efficient service you provide to their customers and that too at customer's cost and if there was any deficiency in my application, why it took the bank to tell me this after such long delay and after repeated assurances to disburse the loan many times. Is it because I did not please their concerned officers. I had come to the bank for a clean and prompt deal but what I am left with is a frustating experience and almost a crude joke. Since I had already started renovation work in my property on the assurences and anticipation that the process will be completed within 8-10 days their conduct has put me to a great inconvenience and financial trouble.

I hoped atleast the bank will give an honest and prompt reply. My son as well me are holding salary accounts with the bank. - Ravinder Goyal
