Money Debited but not received on ATM

Hi,

I withdraw money Rs. 5000 on 02June'09 using ICICIBank ATM, money debited from my account but not received & came to know from ICICI ATM Security Guard that ATM not functioning properly.

I complaint to customer care of IDBI Bank on 03June & came to know IDBI had network problem but after 22days money not credited to my acount. whenever i called IDBI customer they said u will get money within 2days.
