Unusual charges for a replacement debit card

I have an sallery account with idbi bank from last more than 2 years but on 31st of January 08 my debit card has captured in idbi atm machine in sarita vihar new delhi due to bad condition of atm machine (machine had restarted automatic) and my debit card was captured and then i went to the branch for a replacement card and they have issued a new debit card but they charged rs.115 for new debit card for which i am not responsible so that i have called up to idbi customer care regarding the unusual charges for the card but what they told me charge will be applicable for replacement whether idbi will be responsible but they are charging that rs.115 so why should i pay when there is not my fault it is a kind fraud and iam not ready to pay this rs.115 my account no. is 167104000005654.

so please do something to stop fraud and i want my rs.115 back to my account. thanks
